The Upper San Gabriel Municipal Water District in Upper San Gabriel California, awarded Creamer a contract to install 12,000 LF of 20" through 24" ductile iron pipe along with 9,000LF of 4" through 12" PVC water main.  The project was the first ARRA ( American Reinvestment and Recovery Act) funded contract for Creamer on the west coast.


Work was hampered by heavy vehicular traffic on city streets and the work confined to a single 12' travel lane. In order to accelerate the project the Creamer team worked with and negotiated with the City of Covina to allow for an expanded work area of 24 FT. This proved to be very advantageous to all parties. It allowed for less time and inconvenience for the local businesses and residences adjacent to the project. It also gave the City the ability to award various overlay projects, funded by ARRA, that were dependent on the completion of the water project.
